Request for proposals (RFP) for development of Road Side Amenities (RSA) across the country
The Secretariat of the Tourism Council of Bhutan (TCB) requests proposals from interested individuals/ parties to construct Road Side Amenities (Cafeteria with Rest room facilities) at various locations within the country, aimed at catering to both the international tourist and domestic travelers. The proposals are requested for the development of RSA across Bhutan.
However, TCB has already identified few sites suitable for construction of RSA at the following locations:
I. Retshalu (Trashigang)
II. Tangsibi (Ura, Bumthang)
III. Yuling Tongpa (Trongsa)
IV. Darichu (Sarpang/Tsirang))
V. Pinsa (Wangdue/Tsirang)
The above identified sites are government owned land; however, any interested private individuals, owning land suitable for development of RSA, may also submit their proposals. TCB will collaborate with interested party to identify and make available the appropriate land on lease, in accordance with government procedures. TCB will also assist in providing technical support, i.e. drawings, etc.
The proposal should contain the following information:
1. Suggestions on the location with approximate area requirement
2. Description of the type of operation (facilities provided)
3. Ownership details and plan for development
4. Suggested procedures pertaining to social and environmental responsibility
5. Details on any assistance required from TCB
Interested individuals/ parties may submit their proposal addressed to the Joint Director, Services Division, Tourism Council of Bhutan Secretariat on or before October 31, 2010.
Criteria for Evaluation
1. Extent of support required from TCB (financial and technical)
2. Articulation of social and economic impact on community
3. Facilities provided by the establishment
4. Timeline for development and operation
5. Prior track record of the promoters
