Expression of Interest
The Tourism Council of Bhutan would like to seek for Expression of Interest (EoI) from interested individuals/parties to manage the cafeteria and restroom facility at the Viewpoint in Trongsa.
EoI should be addressed to the Head, Services Division, Tourism Council of Bhutan and should be submitted on or before 30th July 2014. Detailed Terms of Reference (ToR) is given below.

Terms of Reference (ToR):
Title: Leasing of cafeteria and restroom facility
Location: Viewpoint,Trongsa Dzongkhag
Background:
The Tourism Council of Bhutan has been mandated to develop roadside amenities (RSA) along the highways in the country.The Viewpoint cafeteria at Trongsa is one of such facilities developed by TCB in collaboration with the Dzongkhag Administration of Trongsa in the year 2009.TCB would now like to renovate the cafeteria and lease it out to interested operator.To this effect TCB is seeking an expression of interest(EoI) from interested individuals/parties to manage the facility as per the terms and condition prescribed below.
Scope of the work
The eligible operator shall be required to complete the renovation of the facility as per the requirement of TCB on the date agreed by the bidder and thereafter will sign a lease agreement with TCB for minimum period of 10 years.
Duties & Responsibilities:
i. Ensure that the renovation work is being carried on time agreed upon.
ii. Ensure a high quality of renovation of the facility based on design and drawing provided by TCB;
iii.Ensure that the bidder is willing to take the property/facility on lease for minimum period of 10 years.
iv. Ensure that the bidder is willing to maintain the property and pay the rent on time;
v. Provide quality service to the visitors
vi. Carryout regular maintenance of the property
vii. Report to TCB on the status of the facility on regular basis.
Interested bidders are required to submit a detailed proposal.
Proposal Evaluation Criteria:
TCB will evaluate the proposals and select a bidding based on the combination of the following factors:
i. Reasonableness of the cost quoted for proposed renovation work and quote for annual rent for leasing of the property.
Legal responsibility
i. Proposals are not binding on TCB and a contract will only come into being when a written confirmation of the work order is issued and lease agreement is signed.
ii. In the case of any fault or omission in the contracted work,it shall be the responsibility of the bidder to carry out the services once more to the satisfaction of the TCB.
