“Entrepreneurship development in Creative Industries (CIs) to support the productive sector impacting on community-based tourism for job creation and poverty reduction” 

(Phase 2)

Title: Destination Stewardship Officer for Creative Entrepreneurship Development (DES) 

Project Duration: 12 months (with possibility of extension)

Location: Trashigang at Dzongakhag administration office covering six Eastern Dzongkhags. 


At the request of the Royal Government of Bhutan (RGoB), the overall project strategy is to foster creative entrepreneurship and increased community-based engagement in areas where there is untapped potential for income–generation and employment, especially through community-based tourism and cultural/ creative industries.

Poverty reduction and community revitalization are the most important development goals for the Royal Government of Bhutan. 23 per cent of the population is currently living under the poverty line; and 5.9 per cent of the population is estimated to live in extreme poverty and are not able to meet their basic needs. While poverty is primarily a rural occurrence living standards vary greatly across the 20 Dzongkags. The geography and sparse population pose major challenges for poverty reduction. Generally, poor Gewogs tend to have limited access to markets and road networks. Furthermore, the poverty incidence of each Gewog is highly associated with school attendance of children and with rural electrification. 

According to official sources, including the Bhutanese Labour Force Survey (LFS), more than 

10,000 educated youth are not able to find jobs. It is therefore crucial to create employment

opportunities for school leavers. As the labour force accounts for 93% in subsistence agriculture, there is a lack of male and female skilled labour for industry, commerce and services. According to ILO (2010), the female labour force activity is 36.6% for both rural and urban women, which is rather low.

In Bhutan, the integration of an Entrepreneurship Development Strategy, entrepreneurial thinking and values is proposed as a necessary step in the on-going structural changes to economy and employment. Encouraging creative thinking and developing entrepreneurial competencies would stimulate communities to create opportunities for income-generating activities, thereby acting as “active agents” within their communities. 

Based on existing reports initiated by the Government through McKinsey (2010), review of the flows of tourism (geographical origin), expenditures of tourists and net income for the national economy generated by related businesses, the RGoB has concluded that there can be a positive impact of tourism on poverty reduction provided that local communities are being given a share in the infrastructure/ business development. Indications from analyses conducted by the Tourism Council, RGoB, the SNV, and UNDP are leading to the assessment that Bhutan’s economy can benefit from developing community-based tourism and eco-tourism while targeting high-end tourism, including product-related development and marketing needs. 

Key Development Challenges in Bhutan 

There is still a lack of productive opportunities in the agri-businesses sub-sectors linked to creative entrepreneurship for community-based enterprises and is forcing migration of rural job seekers into urban centers. 

The Creative Industries sector is fragmented, lacking professionalism and business skills, entrepreneurship development is not linked to priority sectors, i.e. tourism to create sustainable jobs. There is a lack of understanding/training to VC linked to entrepreneurship and its sectoral applications. 

Unproductive systems within the CI sector still exist, with insufficient quality standards, weak supply capacity and market linkages for products. Inadequate commercialization of CI-related products and services. 

The private sector needs to be strengthened as the key driver for sustainable job creation through entrepreneurship development to sufficiently stimulate job creation in the priority sectors, i.e. Tourism capitalizing on the unique Bhutanese features to sustain development goals (MDGs).

The public sector lacks the capability and is yet to develop the appropriate analytical tools for assessments, projections and planning interventions required for regional based sectoral development, especially as to CIs to generate self-employment options linked to priority sectors,i.e. tourism. UNIDO’s relevance/role to addressing the above challenges. Based on the methodological approach of value chain analysis, the project is designed to nurture every aspect of creative entrepreneurship in order to successfully support the marketing and sales of traditional and community-based goods and services. Through the development and marketing of theme-based tourism programmes and community-based accommodation,the project will cultivate an immediate market for new goods and services at the local level.

With this model, the project will demonstrate the growth potential of the creative industries sector while supporting the development of new institutional capacity needed to cultivate the skills and capacities needed for the development of any industrial sector. Goods that need value-added in the agri-business-related processing sector include traditional foods, essential oils, teas, furniture, handicrafts, wood, and textiles. These require upgrading of equipment and manufacturing facilities to improving and adding value and quality to handling, storage, processing, packaging, distribution and marketing activities.

The DES will be locally co-ordinating and implementing entrepreneurship activities in the selected destinations according to the work-plan of the project.

The DES, she or he, is under direct supervision of the NPC (National Program Coordinator) and Tourism Coordinator at UNIDO Bhutan Office. DES is receiving support in terms of activities, content, tools, etc. both from MoLHR (with regard to entrepreneurship) and from TCB (with regard to tourism relevant issues).

Specifically, her/his duties as a multi-tasker will include the following:

Closely collaborate with NPC, TCB, Park Management (NRED) and UNIDO technical experts and stakeholders for training and technical assistance, especially regarding the implementation of the entrepreneurship strategy components in the destination.

Work closely with international and national experts on training and capacity building workshops in the CI and business sectors.

Implementation of project relevant activities/issues planned within the selected destination.

Establish and maintain a fruitful collaboration (network, platform) with public and private stakeholders in the region to foster entrepreneurship development along the regional value-chain of tourism.

Work closely with regional and local offices (Dzongkags, Gewogs, regional offices of MoLHR, Ministry of Agriculture, Tarayana, private sector and others).

Pro-actively feedback to NPC and TCB with regards to project and entrepreneurship strategy relevant issues.

Compile progress reports according to requirements by NPC/Tourism Coordinator

Counsel entrepreneurs with entrepreneurship / tourism development tools provided by respective stakeholders e.g. MoLHR, TCB and others


• University degree and professional with an academic background in business,administration, business development, capacity building approaches and technical experience in project implementation

• Understanding of Entrepreneurship Development, development through private/public partners

• Analytical competence/skills, excellent organisational, coordination and problem solving skills, capable of using a system approach;

• S/he should have sound English language capability (written and spoken);

• Excellent communication and interpersonal skills, reporting, presentation and IT skills;

• Innovative thinking, resourcefulness, a proactive approach, team player as well asentrepreneurial mindset.
